When Quebral states: “Development Communication is communication for planned social change.” It simply means taking a proactive role in the society rather than being contented of a mediocre reactive role. It is like cooking rice before you get hungry rather than cooking rice after you feel hungry. Proactivity is having an anticipation that you will feel hungry and that anticipation gives you the urge to prepare before feeling starved.
Development communication as a way of planning for social change signifies precautionary measures on the treacherous possibilities any society could face.
Development communication can be equated with proactive role or a plan.
